I get the sense of a couple of schemers, her dressed by him as the bait, he the seemingly unacquainted stranger, setting up their marks and, somehow, profiting. The line about "I've been to two count fair and three goat ropin's" is one my father used to express amusement at the manifestations of the innate silliness of people, like politicians.
